The question being, why is the carry-thru heat treated an to what spec.
4130 is nomally a rather flexable an strong tube material .heattreat brings the tubing to the start
of a low spring steel. Therefore why?  Most of the cracking is in the weld area.
General to the vertical tubes . Any idea.
